Jill L. Tao is a professor and chair of the Department of Public Administration at Incheon National University in South Korea. She has published in a wide range of journals, as well as a variety of book projects. She is pursuing research on the nexus between the exercise of political power and bureaucratic discretion in democratic and non-democratic contexts.
